I was there in April 2009, it's a cheap (2200 leks for a single room, breakfast included) and comfortable place to stay. Furthermore, it's close to the park. Minus: rooms are small and there's no internet access but you'll find a cybercafe in the same street.
I stayed in this hotel for one night in August 2008 for 3400 lek in a double room and I agree with the description. It is a quite small, but well renovated house with modern equipment and bathrooms and really worth the money. The owner is really friendly.
