In Shkodra, everything goes very quiet after the gjiro ends around 22:00, but the student bars around Luigj Gurakuqi Park (D/E-1) seem to avoid inconveniently enforced closing times by simply rolling down the shutters while the party goes on inside. Just head for the earsplitting music.
