With one of the highest levels of smoking in Europe and cigarettes available on every street corner, many people were sceptical when the government announced a complete ban on smoking in public places from 26 May 2007. Amazingly, though, it appears to be mostly working. Ashtrays have disappeared from tables; no smoking signs have taken their place. Now Albanians can stop worrying about second hand smoke and worry instead on the diesel fumes from the ancient vehicles and cement dust from the building sites.
I've been traveling the past month through Albania. I've been to most major cities. I have not seen anyone take heed of no smoking signs. Waiters will bring you an ashtray inside a nonsmoking restaurant. People will stand smoking in front of no smoking signs in public areas. I've even see gas station attendants smoke while filling a car.
