For an exciting, bird's-eye tour of the city, contact the people at the Narva Parachute Centre. Their Cesna is available most spring and summer weekends to take you up for a short flight, then take you safely back to earth. The tours cost 250-300kr/person; call ahead for directions to the airport. If you're more interested in actually jumping out of a plane (novices welcome), that'll involve a couple hours training and a fee of about 800kr. Give them a week's notice if you plan to parachute. Don't be shy when phoning - your call will eventually be handed to an English-speaker.
