To call a mobile phone from within Estonia, just dial the number, which begins in '0.' From abroad dial your international access code, 372, the mobile phone code without the initial 0 and the number you are calling. To call a non-mobile number from a mobile phone, dial the city code before dialing the rest of the number. So to call a Pärnu number from your mobile phone, dial 044 XX XXX.Only Estonian citizens and holders of residence permits are allowed to join the EMT, Tele2 and Elisa networks. To get around this bit of economic pigheadedness, talk to an Estonian friend, who technically has the right to sign the sales contract and entrust the phone to your use. Or purchase prepaid cards EMT, Elisa or Tele2.
