So many places offer breakfast these days in Tallinn that we have decided not to list any of them separately. Your best bet is to just check the restaurant and pub listings and see if their opening hours start between 07:00 - 09:00 in the morning, especially on weekends. Another safe bet is to wander into any random hotel and ask if they serve breakfast.
