You'll be hard-pressed to find a more central meeting place than this in Tallinn. The facility is right on Tallinn's Town Hall Square. Three conference halls available: The Dornse hall (25-30 people, round table), the Fireplace hall (up to 50 people) and the Big Hall (up to 165 people, or up to 70 people around a U-shaped table).
