Located on embassy row, it’s basically a watered-down version of the Melnais Kaķis in Old Riga. The three-course business lunch is a steal, but the service is simply abominable. The Black Cat is a good place to eat and drink after midnight when most places have closed their kitchens but we recommend placing your order at the bar. The managers have also prudently added a five percent gratuity to your bill knowing full well that no one in their right mind would leave a tip.
