In the corner of the city, perched on top of the city's largest bastion, the open-air Citadella bar has the best location in town. The spacious terrace is dotted with comfy sofas and there are great views over the fjord, the old town and up to St. John's fortress. It's part of Cattaro hotel, and it's open only in summer.
