Otopeni's small arrivals terminal is split in two: international flights upstairs, internal flights below. There is a cafe, plenty of cash machines, car hire desks, a chemist and even a Billa supermarket on the lower floor. The three-level car park is cheap by airport standards.
To get into town from here, take bus No. 783, which stops outside the lower level. You need to purchase an Activ card, which will cost 3.70 lei, then charge it with a minimum 7.00 lei (the price of two trips). The card can be recharged however, and used on Bucharest buses, trams, trolleybuses and the metro. Buy it from the kiosk next to the bus stop.
Do not get into one of the taxis which wait outside. To get a cheap Bucharest taxi, take a stroll through to Departures and simply pick up a cab from a trusted Bucharest company as it drops somebody off.
