  Your best bet would be to contact Peter's Walking Tours - www.peterswalk.com. They offer all manner of cycling tours of the city and its outskirts.However bicycle tours only run in late spring/summer when the streets have become more navigable. Until at least April there is is still too much melting snow and ice in St. Petersburg for cycling.
