Citadela really does tick all the boxes. The top floor restaurant is a stunner, but the basement bar is a joy, but it is the cafe and sweet shop on ground level that attracts the most attention. The outdoor terrace is perfect for a little bit of people-watching on Banja Luka’s most famous street, and the combination of coffee and cake really does take some beating.
