It wouldn’t be an exaggeration to say that Kaunas—due to become European Capital of Culture in 2022—is a disaster when it comes to providing access to people with disabilities. Despite an honest desire to improve the situation, most public places in the city, especially those run by the State or the Municipality, remain woefully inadequate to the point of embarrassment.
