Riga’s second Balsam bar is a hit with the in crowd and with good reason. The stylish brown interior of leather couches and chairs spread out over three rooms is warm and inviting, the cocktails, including the ones made with Latvia’s national drink, are among the best the city has to offer and were it not for the chef’s apparent affection for dill, the pricey international cuisine would also get top marks. That said, nearly €5 still seems like a lot of money for a local beer.
