In comparison to its neighbouring traditional English pub, this Irish pub is definitely the more cheeky of the two. There are bawdy limericks painted on the low, curved ceiling and half of the menu is done in cartoons. Their flip guide to the massive selection of beers on tap comes in handy if you're looking to try something new but already have an idea on what you're in the mood for. Service can be quite slow, but the shared experience of waiting provides a good conversation starter with fellow patrons at the mile-long bar. Also at ul. Bakunina 5 (metro Pl. Vosstaniya).

I am surprised by the "slow service" comment or that it was not as high class as the Tower Pub next door. Neither are high class, but Tower favors sedate talk and visiting with those you brought. O'Hooligan's is a friendly and unfortunately overly popular place where striking up a conversation with anyone nearby is the norm. Music tends toward rock and blues, sometimes a little loud but it fits the festive nature of the place. The beer selection is vast, I still have not tried them all and the food is reasonable. I particularly like one of the cheapest things on the menu, Potato Pancakes with chicken. The crowd is a bit younger than some of the other pubs in the neighborhood so maybe that is why it is so social. English is the second language spoken by many patrons.
