I stayed in this hotel for 2 nights recently. The area is not as bad as described. Behind the hotel is the Armenian quarter which is a bit run down in front is the Jewish quarter....Vila 11

This hotel has some of the best conference hall area in town. There are two large conference halls, of which the Platinum is possibly one of Bucharest's best appointed; also, there are several break-out rooms....Novotel Bucharest City Centre
A nice facade, with a re-creation of the former National Theatre in front.
