Just at the bottom of the Toompea, away from Old Town, Pööbel certainly has all the makings to become a great bar. They're definitely on the right track in terms of style and atmosphere - but they have a bit to go in terms of food and drinks. We'll have to check back on them to see if these areas have improved. Seemingly quite geared towards Estonians.
